Chères et chers compatriotes,
Le Conseil Présidentiel de Transition ou DE FACTO dirige selon ses caprices, ses propres intérêts. Il refuse de se conformer aux articles applicables de la Constitution en vigueur, à l’accord du soi-disant 3 avril et surtout au Décret du Conseil des Ministres daté du 8 avril 2024.
Le Conseil des Ministres avait-il publié ce Projet de Décret dans le journal officiel LE MONITEUR?
Pour le moment, par probité civique et intellectuelle, je ne saurais répondre à cette interrogation.
Faut-il accorder notre confiance à M. Claude Joseph, le fondateur du Parti EDE qui a évoqué ce document dans sa dernière interview à Radio Télé Métropole?
En effet, quatre (4) ou cinq (5) jours après la signature de « l’Accord Politique Pour Une Transition Pacifique Et Ordonnée », le Conseil des Ministres sortant avait publié un Projet de Décret daté du 8 avril 2024.
Le Constat est que nous n’avons jamais lu dans LE MONITEUR ni la publication de l’Accord ni la publication du Projet de Décret. En d’autres termes, le Conseil Présidentiel dirige d’après sa volonté et non d’après ces deux (2) textes susmentionnés.
Sans évoquer les articles 2, 9, 10, 22, 23, 24, 46, 47, 47.1, 48, 49, 50, 51, 52 et 52.1 de l’Accord du 3 (?) Avril 2024, il est SCANDALEUX DE CONSTATER que le Conseil Présidentiel VIOLE AU SU ET AU VU DE TOUS la Section VII du DÉCRET du 8 AVRIL TITRÉ « DE LA REDDITION DES COMPTES ».
Cette Section VII comporte DEUX (2) ARTICLES. Que sont-ils et que prescrivent-ils?
Il s’agit des articles TRENTE-CINQ (35) et TRENTE-SIX (36):
1) Article 35.- Vu l’absence du parlement durant la période de transition, les actions du Pouvoir Exécutif seront contrôlées par une instance nommée Organe de Contrôle de l’Action Gouvernementale ( OCAG). Sa composition, son rôle, ses missions et ses fonctions seront déterminés par arrêté du Conseil Présidentiel.
OÙ EST CET ARRÊTÉ DU CONSEIL PRÉSIDENTIEL DEPUIS SON INSTALLATION LE JEUDI 25 AVRIL, c’est-à-dire DEPUIS SEPT (7) LONGS MOIS?
Les neuf (9) membres du Conseil Présidentiel ne sont-ils pas TOUS et TOUTE DE MAUVAISE FOI?
2) Article 36.- Tous les six (6) mois, après son installation, le Conseil Présidentiel, par un message à la Nation et par-devant l’Organe de Contrôle de l’Action Gouvernementale, fait l’Exposé général de la situation. Cet exposé ne donne lieu à aucun débat.

Quel Conseiller Présidentiel assurait la Coordination de ce Conseil le 25 octobre 2024 pour son SIXIÈME MOIS ?
