Le 7 novembre 2024, le Général Birame Diop, Ministre des Forces armées, et Serigne Guèye Diop, Ministre de l’Industrie, ont officialisé la signature d’un protocole d’accord avec la société coréenne Korea Aerospace Industries (KAI). Cet événement revêt une importance particulière, car il symbolise une étape cruciale dans la recherche d’autonomie stratégique du Sénégal dans le secteur de la défense.
La création prévue d’une usine d’assemblage de véhicules militaires constitue une avancée majeure vers l’établissement d’une industrie nationale de défense. En parallèle, l’annonce d’un prix présidentiel pour l’innovation souligne l’engagement du gouvernement à stimuler le développement technologique et à encourager les initiatives locales.
Ainsi, cette initiative s’inscrit dans une vision plus large de renforcement des capacités nationales et de réduction de la dépendance vis-à-vis des importations étrangères en matière d’équipements militaires. Elle pourrait également avoir des retombées positives sur l’économie locale, en créant des emplois et en développant des compétences techniques.
Un accord a été signé pour un investissement de 35 milliards de francs CFA, dont 35 % proviennent de l’État du Sénégal, en vue de développer une usine d’assemblage de véhicules militaires dans le pays. Ce projet est perçu comme un « premier jalon vers l’établissement d’une industrie de défense sénégalaise », selon le ministre des Forces armées, et s’inscrit dans une dynamique de renforcement des capacités militaires, comme l’a souligné le Chef d’État-Major général des armées, le Général Mbaye Cissé.
La localisation de l’usine dans la zone industrielle de Mbacké permettra une production annuelle estimée à 1 000 véhicules. Ce projet ne se limite pas à l’acquisition de nouveaux matériels pour l’armée, qui doit faire face à divers défis sécuritaires. Il est également susceptible de générer des milliers d’emplois pour les jeunes, contribuant ainsi à la réduction du chômage et à l’amélioration de la situation économique locale. L’analyse de cet investissement souligne l’importance de développer une industrie de défense nationale, tant pour des raisons stratégiques que pour son impact socio-économique.
